* The Tappahannock Police Department arrested, Franklin Richard Neale, Jr., 22 years old of Warsaw for (4) Misdemeanor counts of larceny, (3) Felony counts of larceny, (3) Misdemeanor counts of conspire to steal (3) Felony counts of conspire to steal that occurred at Wal-Mart.
